City Council briefed on Sylacauga paving project; discusses construction of new spec building in Industrial Park

SYLACAUGA, Ala. – The Sylacauga City Council met Tuesday night and was met with exciting update on road paving.

Michael Rice, engineer for EEFS, addressed the council in both the work session and council meeting.

“Things are moving along well,” he said. “We have had really good days.”

Rice said paving project is approximately 35%-40% complete and around 1% under budget. He also said realignment is underway for W. 4th St. at Old Birmingham Hwy.

Calvin Miller from the Industrial Development Board requested approval from the council to reinvest the city’s proceeds from the sale of a spec building in the Industrial Park in the construction of a new spec building in the amount of $200,000.

Interim Director of Planning and Code Department Mike Whetstone informed the council during the work session the leak at the city pool has been fixed. There is no update as to when it will re-open to the public.

During the regularly scheduled meeting, the council:

  • Approved excerpts from May 15, 2018 executive session (5-0)
  • Held a public hearing and passed resolution for rezoning of property owned by Heritage South Credit Union on North Norton Avenue (adjacent to 908 North Norton Avenue) from R-2 to B-1. Public hearing set at 4-17-18 meeting. (Ordinance 2198-18) (5-0)
  • Passed resolution approving Special Use Permit to Verizon for modification of equipment at their existing tower located at 17611 Al Hwy 21, as recommended by Center for Municipal Solutions. (5-0)
    • Verizon Wireless provides support for the 250-foot self-support tower. Verizon plans to remove 12 current antennas and replace it with six new antennas. While the number of antennas will decrease, the signal strength will increase according to CMS.
  • Passed resolution awarding Miscellaneous Roofing project to Standard Roofing based on recommendation from Interim Code Enforcement Director Mike Whetstone from bids opened May 17, 2018 (Lathan & Associates, P.C. Job #18-08).
    • Totalling $555,094.00 allocated toward improvements at BB Comer Memorial Library, City Hall, and Fire Department.
  • Passed resolution authorizing Building/Maintenance Yard Machine riding lawn mower as surplus and authorizing sale on GovDeals.com. (5-0)
  • Approved application from Baker Foods, Inc. DBA Piggly Wiggly 234 for transfer of Retail beer (Off Premises Only) and Retail Table Wine (Off Premises Only) from SCVS, Inc. DBA Piggly Wiggly 234 located at 1244 N Talladega Hwy in Sylacauga. (4-1)
  • Approved application from Baker Foods, Inc. DBA Piggly Wiggly 236 for transfer of Retail beer (Off Premises Only) and Retail Table Wine (Off Premises Only) from SCVS, Inc. DBA Piggly Wiggly 236 located at 1301 W Fort Williams in Sylacauga. (4-1)
  • Approved request from Fire Chief Adam Gardner to authorize entry level rate of pay for F/T Firefighter Don Blair (certified) at pay grade PS-1, rate of pay $12.08, $35,163.14 annually to be effective June 9, 2018, or date of hire.  Blair will transfer from P/T status to F/T status. (5-0)
  • Approved request from Fire Chief Adam Gardner to authorize entry level rate of pay for F/T Firefighter James Perry (certified) at pay grade PS-1, rate of pay $12.08, $35,163.14 annually to be effective June 9, 2018, or date of hire. (5-0)
  • Approved request from Fire Chief Adam Gardner to authorize entry level rate of pay for F/T Firefighter Cassidy Patterson (not certified) at pay grade PS-1 (Probation), rate of pay $11.72, $34,108.24 annually to be effective June 9, 2018, or date of hire. (5-0)
  • Approved request from Fire Chief Adam Gardner to authorize entry level rate of pay for F/T Firefighter John Bryan (certified) at pay grade PS-1, rate of pay $12.08, $35,163.14 annually to be effective June 9, 2018, or date of hire. (5-0)
  • Approved expenses for Street Supt. Reed Calfee to attend the Summer Alabama Public Works Association Summer Conference in Orange Beach July 16-18, 2018.  Registration fee is $275.00.  Additional expenses for meals, fuel, and lodging will be incurred.  Estimated expenses for Calfee are $1,258.00.
  • Approved expenses for Street Administrative Secretary Alyssa Womack to attend the Summer Alabama Public Works Association Summer Conference in Orange Beach July 16-18, 2018. (5-0)
  • Approved expenses for Doug Kemp to attend CAPZO Certification training June 14-15, 2018 at City Hall. (5-0)
  • Approved expenses for Police Chief Kelley Johnson to attend the Al Association of Chiefs of Police Summer Conference in Orange Beach July 29-August 2, 2018. (5-0)
  • Approved expenses for Police Captain Rondell Muse to attend the Alabama Association of Chiefs of Police Summer Conference in Orange Beach July 29-August 2, 2018. (5-0)
