Sylacauga City Council updated on TAP grant project; approves multiple items in Tuesday meetings

SYLACAUGA, Ala. – The Sylacauga City Council held one of its meetings for the month of April on Tuesday at 6 p.m. Prior to its official meeting the Council held a work session to discuss city business.

In the work session the Council was updated on a screetscape grant project focused on sidewalks, street lights and landscaping projects in the city’s downtown area funded by the Alabama Department of Transportation’s (ALDOT) Transportation Alternatives Program (TAP). Representatives from CDG Engineers and Associates gave a brief presentation to the council on costs and possible options for the grant projects. CDG officials spoke about the possibility of fixing drainage issues, lighting issues and more.

Cost variances in different plans were an issue for the Council. The grant is an 80/20 grant, meaning the City must match 20% of all grant money spent. The Council will need to have its final decision on the streetscape plan turned into ALDOT by the end of May, 2017.

Allen Sanders of New Fertilizer Technologies also spoke to the council in the work session concerning water drainage issues on Eastern Avenue stemming from issues on Hwy. 148. Sanders said he believes placing more drainage pipes under Hwy. 148 will keep the water from backing up into his fertilizer business. Adding the drainage pipes and other construction would cost no less than $250,000. Since the road is a state road, Perryman said the Council will need to wait and see if the state can help with any of the funding for a future project.

Also in the work session, President Lee Perryman announced the Sylacauga Airport Authority signed the City’s proposed operating agreement.

In the official meeting following the work session, a public hearing set on February 21 was held for the closing of an unnamed road located off of US Hwy. 280 at the request of the abutting property owners. After no one from the public spoke at the hearing, it was closed and the council voted to approve the request.

Other items approved by the council are as follows:

  • Approved request from JJ Morley Enterprises, Inc. for a refund in the amount of $233.82 for over-payment of 2017 business license fees.
  • Approved request from the Sylacauga Young Professionals to use a portion of the city-owned parking lot and alley behind Fermenters Market at the Rex on April 7 from 5-10 p.m. to host a book drive for B.B. Comer Memorial Library.
  • Authorized employee Change of Status pay increase for Magistrate Wendy Mickler for completion of probationary period, from A02; Step 1 at $10.91 per-hour to, A02; Step 2 at $11.30 per-hour.
  • Accepted proposal from Kellis Vegetation Management Inc. for fire ant control on approximately eight acres of runway areas at the Sylacauga Municipal Airport.
  • Approved expenses for HR specialist Jayne Mcgee to attend the 2017 BSHRM Law and HR Legislative Update: Melody Employment Law for the 21st Century in Birmingham.
  • Approved Accounts Payable received to date for March in the amount of $45,325.75.
