City confirms paving to start on April 30; approves purchase of van for public transportation

SYLACAUGA, Ala. – It’s official. The City of Sylacauga will begin paving roads on April 30.

Mayor Jim Heigl made the announcement during the Tuesday work session and again at the council meeting. On April 23, the city will meet with contractors and engineers to ensure everything is in place before the project start date on April 30. On Tuesday, the city sent letters to citizens living near selected roadways that will be paved.

Prior to the regularly scheduled work session, the city council interviews Melissa Garris and Ben Bailey for Sylacauga Board of Education positions. Garris has served on the board for five years. Bailey, a retired teacher interviewed for his first time.

Linda Dickson with the Sylacauga Historical Commission addressed the council during the work session regarding historical markers in the city. The state of Alabama is celebrating its bicentential over 2017, 2018, and 2019.

During the council meeting, the council approved the expenditure of $10,990 from the Capital Improvement Reserve to East Alabama Planning & Development Commission as local 20% match toward the purchase of a van through ALDOT for use in the COS Transportation Program at the cost of $54,949.00.

The council also:

  • Adopted ordinance authorizing City of Sylacauga’s participation in the State of Alabama Department of Revenue 2018 Sales Tax Holiday during the weekend of July 20-22, 2018. (5-0)
  • Approved resolution approving a Road Resurfacing Agreement between the City of Sylacauga and the Talladega County Commission which authorizes resurfacing/paving, striping, and installation of pavement markers (if applicable) of that segment of Avondale Ave. which is outside the city limits to be included in the COS 2018 Street Paving Project with the cost for such work to be reimbursed to the City by the Talladega County Commission. Action authorized Mayor James Heigl to execute agreement and any other related documents on behalf of the City of Sylacauga. (5-0)
  • Approved resolution setting date for public hearing to consider request from Heritage South Credit Union for rezoning of its property located on N. Norton Ave. adjacent to 908 N. Norton Ave., from R-2 to B-1; First available date for public hearing is Tuesday, June 5, 2018. (5-0)
  • Appointment of James Green and Scott Smit to Historical Commission for three year term. Their prior terms expired in March 2018 and they were the only applicants. (5-0)
  • Confirmed intended renewal of the contract with WastePro USA under the current terms for an additional 3-year period, effective April 1, 2018. Contract allows auto-renewal without formal notice but requires formal notice of intention to non-renew. (5-0)
  • Approved various travel expenses for court magistrate training for Melanie Allen, Wendy Mickler, and Melanie Bice and municipal magistrate maintenance training for Asst. Court Clerk Krissy. (5-0)
  • Authorized payments totaling $378,440.62 for payrolls for March 2018 and authorized payments totaling $193,479.68 for balance of accounts payable invoices received for March 2018. (5-0)

Mayor Heigl issued a proclamation for April 22-28 as Parental Alienation Prevention Week. It was accepted by Kenneth Paschal of the Alabama Family Rights Assocation.
